Announcement Number 2/2009 April 12, 2009
Annihilation of the National Security, Honours and Dignity of the Country

Following the 13 demands of People’s Alliance for Democracy in the Announcement number 29/2008 on December 12, 2008 and the Announcement number 1/2009 on March 30, 2009, “Warning Against The Ignorance to the Undermining of the Monarchy”, which has previously expressed concerns for the worrying situation, we called for to the government and the military to execute the duty to urgently rectify the national security problems. However, the government and the military still ignore and do not fulfill the demands whatsoever.

The demonstrator supporters of the sentenced-to-jail Thaksin Shinawatra tried to change the rally to be threats to the national security and the Monarchy by changing to guerrilla bands of gangsters destroying the nation, and by leading people to provoke officers to use violent force to disperse the crowd. This proves the intention to expose the people to casualties in order to expand the mass support on the side of the sentenced-to-jail Thaksin Shinawatra as appeared in the following situations.

On Tuesday April 7,2009, the rallying supporters of the sentenced-to-jail Thaksin obstructed, surrounded and struck PM Abhisit Vejjachiwa’s personal car. The car windshield was broken indicating the intention to destroy the belongings of and injurying the Prime Minister. Neither the national security nor any state authority have expressed the responsibility for the incidence.

On Wednesday April 8,2009, the rallying supporters of the sentenced-to-jail Thaksin crowded in front of See Sao Teves house where the Honourable President of the Privy Council, Gen. Prem Tinnasulanon resides, in order to expel and force Gen. Prem Tinnasulanon, Gen. Surayud Julanon, Chanchai Likitjitta to resign from the Privy Council. These are acts of probable violation of the Royal authority and Royal wish of His Majesty the King and threats to personal rights and freedom, which do not conform with the constitution.

On Thursday April 9,2009, the police conspired with the rallying supporters of the sentenced-to-jail Thaksin to close down the traffic around the Victory Monument which is the center of public mass transport of Bangkok. This hurt all levels of Bangkok citizens as well as insults to a lot of patients of the four major hospitals because they could not get in, or out, or get services. They are serious threats and severe violation of over 10 million Bangkok citizens’ rights and freedom. The national economy and the tourism industry worth of hundreds of million baht have been annihilated, not with exception during the Songkran festival. This is an unreasonable and utmost devastation of the country.

People’s Alliance for Democracy would like to reiterate that the above mentioned acts are absolutely different from the rally of People’s Alliance for Democracy in front of the airport buildings. Apart from the obvious evidence showing that the person who authorized the shut down of the airport was the acting managing diector of the Airport Authority of Thailand Public Company Limited, People’s Alliance for Democracy had reasons, necessity and righteousness to intensify the pressure to, as quickly as possible, expel the murderous puppet government which had got the administrative power from election frauds which were against the constitution. It was the only way to preserve rallying people’s lives from the government’s (then) ignorance to the killing of people since October 7, 2008 followed by daily shot of M-79 grenades.

On Friday April 10, 2009, the government, the police, the military and officers of the Ministry of Internal Affairs let the rallying supporters and the core leaders of the sentenced-to-jail Thaksin go into the Royal Cliff Beach Resort Hotel, Pattaya to deliver a letter and ruin the image of the Prime Minister of Thailand which host the ASEAN summit meeting with the interlocutor countries. This has ruined the trust in the national security in the international eyes.

From the above mentioned incidences, People’s Alliance for Democracy was prepared to rally once again, in peace, calmness, nonviolence and unarmed to defend the country from annihilation of the national security, honours and dignity of the country but the government informed us that they were not sure that some state officers or some army leaders may seize the opportunity from the situation to disperse the rallies of all groups claiming conflicts between people of both sides. People’s Alliance for Democracy therefore released the declaration 1/2009 on April 11, 2009 for public understanding why we cannot risk people to be subjected to politics and the military. We call for the government, the military and the police to execute the duty according to the laws, to protect the national stability, honours and dignity.

On April 11, 2009, the government, the military, and the police have not rectified the troubles. The demonstrator supporters of the sentenced-to-jail Thaksin Shinawatra stormed the hotel which was the meeting venue, destroyed some properties and made seriously vicious threats to the lives, bodies and properties of the leaders and officers who were taking part in the meeting. The acts brought an end to the meeting and utterly annihilated the benefits of all 64 million Thai people and other over 2 billion people of other nations who joined the meeting. However, the government was too late in declaration of the state of emergency in which the actual emergency had passed. It was additional blow to the situtation.

From the said situation, People’s Alliance for Democracy, therefore, agrees to announce the following:

1. We declare to the public that the incidences are on the one hand successes of Thaksin regime in devastating the country and the benefits of 64 million Thais and other over 2 billion people of other nations who joined the meeting, but on the other hand a dead loss of the government in failure to enforce the laws, secure the safety and the national benefits. All incidences are obvious and absolute evidences proving that old-style politics of Thaksin regime wins while the country would turn to ashes and the government fails to defend the country. Both would lead people to bankruptcy sooner or later. Therefore, Thai people can neither pin our hopes on both Thaksin regime and the present government. We have to rely on ourselves.

2. Since the Prime Minister has appointed Suthep Tuaksuban to be the vice Prime Minister looking after the security. This vice Prime Minister has a long relationship with the sentenced-to-jail Thaksin Shinawatra and is not capable of using state’s mechanisms and commands to defend the national security. Since the failure of this meeting has annihilated the honours of the country, we call for the Prime Minister’s bravery, responsibility and leadership to immediately replace the vice Prime Minister looking after the security, the Minister of Defense, the Army Chief, the Commander-in-Chief of the Navy and the Commander-in-Chief of the Police.

3. The most essential duty of Thai people, now, are securing safety of lives, bodies, and properties as well as peace of the nation and restoration of the country in order to return the serenity to the motherland once again. Therefore, we call for people in all areas to unite, and form their own security guards to defend themselves against threats from crminals and get prepared to look after the country and to exercise people’s rights, as stipulated by the laws, as soon as there are rampages or uncontrollable havoc.

4. We express regrets to the governments and the citizens of our neighbour and our friend countries which joined the meeting which our government cannot managed to achieve the expectations. We also express regrets to all victims. We condemn the announcement of any victory in destruction of the nation of the sentenced-to-jail Thaksin and his cronies. We express regrets to the lost of the government in defending the nation.

With respect,
People’s Alliance For Democracy
